There are two commonly cited definitions for catgender. Someone who identifies as catgender might consider themself one or both definitions.
An umbrella term for genders like catusgender or other terms that are related to cats.
A xenogender used for autistic individuals, as well as people who may experience delusions relating to being a cat/feline and/or experience species regression.
In addition, the original coiner of catgender is unclear. A Twitter user in 2020 claimed to be such (and designed the most common flag with the purple cat head), but mentions of catgender date back to 2014/5.

Catusgender (Felisgender, Feligender, Felidaegender, Nekogender) : A catlike gender, or a gender influenced by cats in some way.

Rexgender: a subset of felisgender with a strong connection to rex cats (coined with devon rexes in mind, but can be used for other rex breeds). Can be a kingender, but doesn’t have to be.
Other breed-based variants of felisgender: Vangender, Bengalgender, Ragdollgender/Raggender, Siamesegender, Calicogender, Tortiegender.
Catboygender:
1) A male/masculine catgender.
2) A gender related to being a catboys or related to being a catboy.
3) A subgender of catgender for masc/androgynous people who feel a strong connection to catboys.
